Optimization of effectiveness and efficiency in rehabilitation and participation services

From the legal mandate to all service providers to use resources effectively and economically, there is a need for ongoing examination of optimization possibilities in this regard in the implementation of services for participation in the broad sense, including through: - improved cooperation and coordination - improved procedures. This led to the following project goals: - develop a practical concept for optimizing effectiveness and efficiency - organize a specific exchange of experience between the different providers - develop a quality assurance concept. The project was mainly carried out by means of a continuous exchange of experts from the individual participating service providers, moderated and supported by the BAR. 1. With a view to the project goal of developing an optimization concept, various facets of the topic were addressed in greater depth. The main focus was on the rehabilitation goal of "job (re)integration" and all rehabilitation processes that (also) serve this goal, i.e. not only on services for participation in working life. The technical content of rehabilitation services or their duration were explicitly not considered or evaluated. First, the basics of assessing effectiveness and efficiency were brought together. In addition to a glossary and a graphical overview of the rehabilitation processes, these included, in particular, criteria for assessing the goal of "job (re)integration" and a clarification of the legal basis. Against this background, concrete suggestions for optimization and/or concrete promising approaches for further deepening with regard to the goal of optimizing effectiveness and efficiency were pointed out, e.g., an optimization of the interfaces identified in the context of the project work, a further development of the common recommendations of the rehabilitation carriers, individual cross-carrier aspects of the process in the placement in work, etc. 2with regard to the specific exchange on the topic of effectiveness and efficiency in rehabilitation, a cross-agency expert workshop was organized with over 50 participants. Furthermore, the participating rehabilitation providers exchanged e.g. findings on instruments to improve process runtimes. 3. With regard to the topic of quality assurance, in particular an overview of the implementation of quality assurance in the participating rehabilitation provider areas was prepared.
