Quality assurance of services for participation in working life through participation planning, ICF-oriented planning and progress determination

Uniformity, seamlessness and speed are standards that SGB IX imposes on rehabilitation providers. The provision of the service "as if at first hand" is also made clear in the joint recommendation "Participation plan" of 16.12.2004 of the rehabilitation providers. What does Teilhabeplanung entail, what elements must it contain and over what period of time should it extend. The term Teilhabeplanung refers to the control design of a process that includes the services that are required in individual cases in order to achieve permanent integration into work, jobs and society for people with disabilities or at risk of disability. Participation planning thus maps the entire process of vocational rehabilitation, from the occurrence of the benefit prerequisite to concrete integration. The quality of participation planning is based on the four elements that are determined by professional and legal requirements: Assessment Dialog orientation Participation plan/documentation Orientation to company integration. These quality characteristics are to be examined and measured in all core processes of a benefit for participation in working life (LTA), whereby the overall process is divided into the following core processes: I. Disruption of participation in working life due to an existing or threatening disability II. Approval of a service for participation in working life by rehabilitation provider III. Preparation for a service for participation in working life IV. Management for participation in working life through vocational training, retraining and further education V. Services for transition to participation in working life VI. Participation in working life. This concept can be used to describe the processes for each area of vocational rehabilitation. This applies to initial integration as well as to reintegration and also to integration into the general as well as into a special labor market such as workshop or integration project. The use of ICF terminology offers the opportunity to plan in an interdisciplinary way with the involvement of the rehabilitant. Participation in working life is the focus of these services. It is therefore necessary, from a process-oriented point of view, to measure at the various points in time how far the individual is from the actual goal of participation ( see also ICF d850). Here, the development of a rehabilitation progress index is outlined, which assesses the respective status from the point of view of the affected person and the respective experts involved.
