Evaluation of the quality of process data in vocational rehabilitation using the example of the workshop for mentally handicapped people - Pro Techna of the ZmbR in Oldenburg

Background: Since the beginning of psychiatric reform in the 1970s, significant changes have been achieved in the care of people with mental illnesses/disabilities. The pads of the Psychiatry Enquete (1975) triggered increased reform activities, among other things with the aim of reintegrating people with mental illnesses into work and society. Complementing psychiatric care in clinics and outpatient medical practices, a system of community-based facilities was created in which vocational rehabilitation plays a decisive and significant role alongside medical and social rehabilitation. Work was no longer to be merely a means of therapy; the importance of occupation as an integrative factor for participation in social life and thus its important function for a self-determined life came to the fore. In the process, legal foundations were created as well as concepts for vocational rehabilitation developed to facilitate the change from the role of patient to that of employee and to meet the special needs of mentally ill people. In addition to special facilities such as Vocational Training Centres, Vocational Training Centres or Vocational Training Centres (BTZ), workshops (WfbM) with an orientation towards the needs of mentally ill people also took on a new significance. In Oldenburg, too, a system of complementary facilities (ZmbR) developed from 1995 onward, including a workshop exclusively for mentally handicapped people (Pro Techna). As in many other social and health care facilities, the shortage of public funds led to quality assurance requirements by the providers of rehabilitation measures. In the SGB IX, which came into force in 2001, "joint recommendations for the assurance and further development of the quality of services" (Mrozynski 2002) were legally anchored by the rehabilitation providers. Accordingly, a comprehensive quality management system (QMS) also developed in the ZmbR, and in 2005 the facilities were certified according to DIN EN ISO 9001: 2000. In addition to the structural and outcome quality, the process quality also plays a decisive role in quality assurance. This refers to "target agreements and the work processes directed towards them, including methods, procedures and assessment schemes" (Mrozynski 2002, p.223). The quality of these process data, especially in the cooperation of the multiprofessional team, is of crucial importance for the definition and pursuit of rehab goals 34 in vocational rehabilitation as well as for their achievement. Objectives: The aim of the project is to investigate by means of a data analysis whether the process data are actual characteristic values for the quality of the rehab process. This is connected with the question of what quality means in a job rehabilitation process and which quality standards can be applied. Furthermore, the quality of the control of the rehabilitation process is to be examined on the basis of the documentation structure and checked for gaps in the documentation of the rehabilitation process, and a target-performance comparison is to be carried out with regard to the rehabilitation goals found in the documentation. Method: A data analysis will be carried out within the framework of internal quality management, and the data will be evaluated and presented descriptively. Expected benefits of the project: It is expected that the results of the study will lead to an improvement in the quality of handling and documenting process data in the course of rehabilitation and thus simplify the pursuit of rehabilitation goals. Especially with regard to new, electronic documentation systems that can be used multiprofessionally, important insights could be gained for the handling of these data systems.
