Implementation Study 1 on the Evaluation of Services for the Participation of Disabled People in Working Life

The implementation study 1 was embedded in a multi-stage, modular project of the Federal Ministry of Labor and Social Affairs (BMAS) for the evaluation of services for the participation of people with disabilities in working life (LTA). The first stage comprised the modules "Basic Study" and "Implementation Study 1". The Implementation Study 1 generated content-related results on the course, problems and problem-solving possibilities in the process of LTA, provided a qualitative underpinning of the process data analysis of the Basic Study and supported the client in cooperation with the Basic Study in answering the question of whether and, if so, with which methodological approach impact analyses can be realized (stage 2 of the evaluation project). The implementation study 1 was implemented on the one hand by means of fifteen case studies in different agency districts, which were predominantly based on qualitative interviews, and on the other hand by means of a semi-standardized survey of team leaders and rehabilitation counselors in the agencies as well as management in the basic security offices. The cross-evaluation comprised an institutional-analytical evaluation and description of the action logics of the agents involved as well as an overview of the institutional structures and processes of the LTA including their variance.
