Statistical analyses on the development of training occupations for people with disabilities

With the help of the vocational training statistics and the statistics on rehabilitation, the structural developments in the training occupations for people with disabilities will be examined and presented. One of the main difficulties of the almost 200 regulated training occupations (§ 48b BBiG and § 42d HwO) and 910 chamber regulations is that they have only in very few cases (7) been arranged in a uniform manner nationwide. In contrast to the training regulations under § 25 BBiG, § 25 HwO, there is no regulatory competence of the federal government in current law to issue uniform regulations that apply nationwide. Instead, the regulatory authority lounges exclusively with the competent bodies, i.e., as a rule, with the chambers of commerce. This has resulted in a variety of regulations that may be in line with local company concerns, but do not meet the needs of young people with disabilities for a usability of the acquired job qualifications that is independent of the respective regional characteristics. The results of the study can form the basis for suggestions and proposals a) for the introduction of staged jobs that permit a transition to regular training occupations and thus also b) for the amendment of § 48b BBiG, § 42d HwO, c) for the reduction of the current regulatory diversity, d) for more uniform national regulations and thus for greater transparency and comparability of the qualifications acquired. Furthermore, information in the form of statistical analyses or documentation on these topics is to be provided on request for external parties, for BIBB employees and for the Committee for the Disabled. The statistical analyses will be preceded by an exemplary examination of around ten to fifteen training regulations in order to check whether regulations from different chambers with the same occupational designations have identical content. The statistical analyses are to be carried out with the inclusion of the following characteristics of handicapped young people and/or the jobs according to § 42d HwO: - Development of the number of occupations - Development of the number of young people - Development of the number of chamber regulations - Temporal scope of the regulated jobs - Distribution of young people according to training areas - Previous schooling of young people - Age structure of young people - Gender-specific occupation of the occupations - foreign nationality of young people - examination success of young people with disabilities - contract terminations of young people with disabilities - distribution of young people with disabilities among regular training occupations and occupations pursuant to § 48 BBiG/§ 42b HwO - structural changes in the above-mentioned characteristics over time.
