Participation of hearing impaired people in politics and society

Task As a self-representation organization, the DSB has set itself the goal of playing a more active role in shaping politics and society. For this purpose a full-time strength is to be won and used, which in co-operation with the honorary forces (presidency, representatives of the national federations, coworkers and woman employees of the specialized divisions) the Mitgestaltung in politics and society advances. To this the following activities count: a. Committee work b. Participation in working groups c. Issuing written statements d. Networking e. Political initiatives for communicative accessibility (e.g. emergency call, private media) f. Design and implementation of workshops for competence transfer, promotion of young professionals The DPO participates in the following bodies: + Expert Council of the BAR The BAR is upgraded by the BTHG and is expected to play an important and stronger role in the implementation of the BTHG. The exact extent of the contribution cannot yet be quantified, since the role description and the participation format have not yet been determined. The DPO assumes a greater working capacity than in previous years. + German Council for the Disabled (DBR) The DPO will continue to participate in the political decision-making of the DBR (working committee, etc.) via the DG. + German Society of Hearing Impaired Self-Help and Professional Associations e.V. (DG) a. Expert Committee Labor Market Policy b. Expert Committee Inclusive Education c. Specialist Committee Accessible Media The DPO is represented in all specialist committees and participates in their decision-making process. + BAG Selbsthilfe The DPO is represented in particular in the working group Participation and Equality. + AG Barrierefreiheit der Deutschen Bahn und bei der BAR In this AG, the DPO is particularly committed to the implementation of the two - sense principle. + German Association for Rehabilitation (DVfR) The DPO participates in the following expert committees via the DG: - AG "Weiterentwicklung der Eingliederungshilfe" - Ausschuss "Berufliche Rehabilitation und Teilhabe behinderter Menschen" - Ausschuss "Kommunikation und Teilhabe bei Hör-, Stimm- und Sprachstörungen" - Ausschuss "Bewegung, Sport und Freizeit" The number of meetings was very variable. Therefore, the effort cannot be described in more detail here. + Liga der Selbstvertretung e.V. The DSB is a founding member of the Liga der Selbstvertretung and will continue to play an active role. + "ad hoc" - working groups and expert discussions of the federal ministries In the past, expert discussions were held by the federal ministries. The DPO assumes that the federal ministries will continue to hold expert discussions. + Expert discussions by the federal parliamentary groups The DPO has received several invitations from the federal parliamentary groups to expert discussions and assumes that it will continue to receive such invitations. + Expert events on the part of other organizations of people with disabilities The DPO also participates in these events. + Action Alliance Participation Research The following eight measures are to be carried out to accompany the participation process: a. Strategy workshop on youth, family and labor market (2nd quarter 2018) f. Strategy workshop of the associations in the self-advocacy of hearing impaired people with spoken language (2nd quarter 2018) We assume that on average 15 people participate in these workshops and the duration is from Friday evening to Sunday noon. Justification of the application: 1. Objectives and target groups 1.1 Overall objective and content of the measure The overall objective is to strengthen the political self-advocacy of hearing impaired people and for hearing impaired people. The number of hearing impaired people who are active in political self-advocacy in addition to self-help should increase. 2. Applicant and division of labor, cooperation with third parties The applicant is the German Association for the Hard of Hearing (Deutscher Schwerhörigenbund e.V., DSB). For the presentation of its work, reference is made to the annual accountability reports ( http://www.schwerhoerigen-netz.de ). The workshops should also be accessible to members of other self-representation associations of hearing impaired people (e.g. DCIG, BHSA). 3. Implementation of measures It is intended that the office accompanies and supports the committee work of the DPO. Further measures are the planning and implementation of the above mentioned strategy workshops. These serve to build skills for the volunteer strengths of the DPO and to provide practical experience in advocacy at the federal level. 3.1 Work Packages a. Promotion of young people In this workshop, the participants will be educated about the political structure in Germany, the different political levels will be presented and the possibilities of influence for a self-representation association will be shown. b. DSB and DCIG In this workshop, the strategic goals of the two associations will be formulated and coordinated. The reduction of communicative barriers is the general goal of both associations. c. Implementation BTHG The participants of the workshop will be brought up to date on the implementation of the BTHG. Identifying scope for design and using opportunities to exert influence are the goals of the workshop. d. Communicative accessibility Reducing communicative barriers is an ongoing task. Accessibility in emergency calls and disaster control still needs to be established. e. Youth, family and labor market In the new legislative period of the Bundestag, the major amendment of SGB VIII is expected to be addressed. Inclusion in child and youth welfare is also the goal of the DSB. The aim of the workshop is to empower the DPO to actively participate in the discussion on the SGB VIII amendment. f. Self-representation of hearing impaired associations The goal of the workshop is to empower and organize the political self-representation of hearing impaired people. Human and financial resources are to be used effectively. 3.2 Timing: The duration of the measures is 18 months. Interim results are to be developed at the strategy workshops. 3.3 Risk assessment One challenge will be to reach the number of participants as well. With appropriate promotion of awareness of the need for political participation and motivation through initial successes, the goal is achievable. No further risks are currently discernible, except for the fact that the staff position will be eliminated for health reasons. 4. Prospects for success and success monitoring The success of the measures presented in each case should be measurable in both quantitative and qualitative terms. The DPO considers it a success if the targeted average number of participants (=15) is also achieved. Another indicator would be the production of a product (for example, the creation of solution approaches in the implementation of the BTHG or solution contribution in disaster control). 5. Sustainability The results of the workshops should be recorded in minutes and published on the homepage of the DSB. The DPO assumes that the existing network will be expanded and its level of awareness will increase. In particular, the cooperation and participation in the expert committees of BAR, DG, DVfR and DBR should contribute to this. The goal is also that the DPO not only reacts to the guidelines and proposals of the federal policy and federal administration, but should take an acting role. 6.
