Initiative Inclusion of the Federal Ministry of Labor and Social Affairs - Implementation in Baden Württemberg

The new federal program 'Initiative Inclusion' aims to provide greater support for inclusive participation in vocational training and employment for severely disabled people. This is promoted with measures in four fields of action: - Field of action 1 (vocational orientation): Promotion of vocational orientation for severely disabled students with special educational needs - Field of action 2 (vocational training): Additional company training places for severely disabled young people in recognized training occupations - Field of action 3 (older workers): additional workplaces for older unemployed or job-seeking severely disabled people - Field of action 4: Promotion of inclusion competence at the chambers Fields of action 1 to 3 are implemented by the Länder, in Baden Württemberg with the involvement of the KVJS Integration Office Administrative agreements have been concluded at Land level between the parties involved to implement fields of action 1 to 3. The funds for the implementation of fields of action 1 to 3 are administered by the KVJS. The implementation of field of action 1 (in-depth career guidance for students) has no impact on operations. Here we use the additional funds from the federal government to at least partially reduce our expenses in the transition from school to job. The funding is used exclusively to refinance the IFD. To implement field of action 2, a cooperation agreement and implementation principles were concluded at the state level on December 8, 2011. The implementation includes the systematic expansion of the structures developed in the context of the Action 1000 plus for people with significant mental disabilities. Field of action 2 is directly linked to field of action 1. The subsidies are applied for in the same way as "Aktion Arbeit/ Job 4000" via the IFD at the Integration Office/ Department 34. Mr. Sambach and Mr. Vey are responsible for processing the applications in Department 34. Funding cases for apprenticeships in integration projects are handled by Department 35, Ms. Wenke. For the management of field of action 2, corresponding principles of the Integration Office as well as corresponding application forms are currently being developed. Field of action 3 is carried out by the employment agencies, including the SGB II basic security offices. The implementation is governed by the administrative agreement of February 23/28, 2012, concluded at the state level, together with the implementation principles. The respective employment agencies must sign up to this administrative agreement in writing. The declarations of accession are to be sent in writing to the Ministry of Social Affairs. The KVJS, Department 34 will receive multiple copies in each case. The employment agencies will advise the employers on the funding opportunities under field of action 3. Applications for field of action 3 must be submitted to the locally competent employment agencies before the severely disabled person is hired. The employment agencies decide on the applications for field of action 3. The Integration Office/Department 34 administers the funds and pays out the subsidies to the companies on the basis of the approval by the employment agencies. As a basis for payment, the employment agencies provide the Integration Office with multiple copies of the underlays relevant to approval.
