Rehab without borders - regional interlocking of services for job participation and job promotion

According to § 22 (2) SGB III, the job centers are prohibited from providing benefits to long-term unemployed rehabilitation applicants of the German Pension Insurance. The associated lower chance of the applicants with rehab status for a professional (re)integration is additionally reinforced by coordination problems of the institutions in the cooperation with future employers. In the model project, the benefit ban of the job centers for unemployed rehabilitants of the German Pension Insurance Central Germany is lifted for the first time: Support services provided by the job centers can now also be targeted at this target group. The integration specialists at the job centers work closely with the rehabilitation consultants at the German Pension Insurance to support the applicants. After successful activation, the participants are intensively supported in their search for suitable employers by a joint employer service. The model project aims to activate long-term unemployed rehabilitants or those receiving long-term benefits through close contacts and the targeted use of support services from the portfolio of the job centers and the German Pension Insurance of Central Germany, to place the activated participants on the primary labor market in a way that is appropriate to their needs through applicant-oriented job acquisition and a uniform approach to employers, and to stabilise the employment relationship in the long term through 12 months of follow-up support for employers and participants. The high methodological quality of the model project (including random assignment of participants to participant and control groups) allows conclusions to be drawn about the effectiveness of the innovative measures tested. The achievement of the objectives forms the basis for the continuation of these measures, including their anchoring in law.
