In der Entwicklungspartnerschaft (EP) werden neue Ansätze und Strategien erprobt, welche die Entwicklung der Integrationsunternehmen nachhaltig unterstützen sollen.
Seit Mai 2002 kooperieren in dieser EP sieben Integrationsunternehmen und mehrere Expertenprojekte mit dem Ziel, eine dauerhafte wirtschaftliche Stabilisierung der Integrationsunternehmen durch eine vertiefte Kooperation mit regionalen Unternehmen des allgemeinen Arbeitsmarktes zu erreichen. Auf dem Weg zu diesem Ziel sollen die vielfältigen und regional unterschiedlichen Erfahrungen reflektiert und analysiert werden, um diejenigen Faktoren festzuhalten, die solche Kooperationen fördern, und damit als betriebswirtschaftliche Strategie auf andere Integrationsunternehmen übertragen werden können.
Soziale Unternehmen (in enger Kooperation mit anderen Betrieben des allgemeinen Arbeitsmarktes) können und sollen somit letztlich beweisen, dass betriebswirtschaftliche Strategie und soziales Engagement einander nicht widersprechen, und dass auf der Grundlage von gleichwertigen Kooperationsbeziehungen alle Beteiligten einen dauerhaften betriebswirtschaftlichen und sozialen Nutzen erzielen können. Für andere Unternehmer/innen, ob sie nun ein Integrationsunternehmen oder einen reinen Wirtschaftsbetrieb führen, können und sollen die in diesem Projekt erzielten Erfahrungen Anregung und Know-how liefern, ihrerseits Kooperationen aktiv zu suchen und auszugestalten, um auf dem Markt Synergieeffekte sinnvoll nutzen zu können.
Die Entwicklungspartnerschaft arbeitet auf drei Ebenen:
1. Firmenprojekte:
erarbeiten und erproben auf der Basis von konkreten Kooperationsmodellen mit Unternehmen des allgemeinen Arbeitsmarktes neue Wege und Konzepte
2. Expertenprojekte:
beschäftigen sich mit folgenden Themen:

Träger der Entwicklungspartnerschaft ist der gemeinnützige Verein "pro concept e.V.". Alle Partner sind Mitglieder des Vereins. Mit diesem Konzept wird die Mitbestimmung der Beteiligten gesichert. Die bei den Landschaftsverbänden angesiedelten Integrationsämter in Köln und Münster sowie weitere strategische Partner unterstützen den Verein und das Projekt. Mit der Gesamtkoordination der Entwicklungspartnerschaft auf nationaler und transnationaler Ebene wurde die "Fachberatung für Arbeits- und Firmenprojekte (FAF) gGmbH" in Köln beauftragt. Eine Analyse und Bewertung des gesamten Entwicklungsprozesses und der Projektergebnisse wird durch eine begleitende Projektevaluation gewährleistet.
Die regelmäßig zu Fachthemen stattfindenden Workshops aller operativen Partner sichern den Austausch und die Zusammenarbeit. Auf Tagungen mit den strategischen Partnern findet der Transfer der Erfahrungen und der Ergebnisse an die politischen Entscheidungsträger und die öffentliche Verwaltung im Sinne des geforderten Mainstreaming statt.

Strategies for the Future - Development of Social Enterprises in NRW

The development partnership operates at three levels:
1. Company projects:
develop and test new ways and concepts on the basis of concrete cooperation models with companies on the general labor market
2. Expert projects:
deal with the following topics:
- Identification of successful company concepts
- Development of a benchmark system for the qualitative development of social enterprises
- Guidelines for awarding public contracts to social enterprises
- Establishment of experience networks
- Provision of endowment capital and
Provision of venture capital
3. The development partnership as an innovation network; it ensures, on the basis of a binding work plan, that the joint resources are used sensibly and that the work is carried out in a target- and result-oriented manner.
The development partnership is supported by the non-profit association "pro concept e.V.". All partners are members of the association. This concept ensures the co-determination of the participants. The integration offices in Cologne and Münster, located at the regional associations, as well as other strategic partners support the association and the project. The "Fachberatung für Arbeits- und Firmenprojekte (FAF) gGmbH" in Cologne was commissioned with the overall coordination of the development partnership on a national and transnational level.
